UNE 19602: new tax compliance standard
In February, the new UNE 19602 standard was approved. It establishes the requirements for the implementation of a tax compliance management system.
One of society’s clearest demands is that organisations should fulfil their obligations and apply best practices in governance. These demands, of course, also concern the tax area.
Likewise, public administrations are evolving towards a new model in their relationship with organizations, based on transparency, mutual trust and preventive assistance and collaboration actions, which requires organizations to apply good tax practices, in order to reduce or eliminate litigation between taxpayers and administrations, among other reasons.
What is UNE 19602?
Aware of the need for organisations to have a reference framework for tax compliance, the Spanish Association for Standardisation (UNE) has published the UNE 19602 standard, which is in line with the requirements of Spanish tax legislation.
The document establishes the requirements that an organization must meet to implement a tax compliance management system, aimed at preventing, detecting, managing and eliminating tax risk and possible tax contingencies.
Why implement UNE 19602?
The implementation of the UNE 19602 standard helps organizations to create a culture of prevention and compliance with commitments and obligations in the field of taxation.
The standard can also be certified by an independent third party. The certification could constitute a fundamental element of proof before the Administration or the Courts to accredit the organization’s willingness to comply with its tax obligations and avoid sanctions, both administrative and criminal.
Who can implement UNE 19602?
UNE 19602 is voluntary and may be applied to any organization, regardless of its size, type, nature or activity in the private, public, for-profit or non-profit sectors.
